Overview

The Infrastructure Project Manager of GVA Infrastructure Group has direct responsibility and accountability for the safety and operational performance of the operations of the GVA Infrastructure Group across all infrastructure disciplines.  The Infrastructure Project Manager plays a key role in executing safety policies, performance plans, cost savings, KPI targets, manage equipment, and work with staff to ensure projects are completed safely, on budget, with no deficiencies, and for customer satisfaction. 

 

The Infrastructure Project Manager is integral in developing and maintaining the capability of the GVA operations organization to increase infrastructure revenue and capability.  This includes coaching and mentoring direct reports and continually promoting a culture of agility, collaboration, and empowerment (ACE) enabling continuous improvement.

 

This job description pertains to GVA Infrastructure Group.

Responsibilities

Health and Safety:  

  • Demonstrates a commitment to communicating, improving and adhering to safety policies in all work environment areas. Promotes a positive safety culture through leadership by example
  • Ensures safe and healthy working conditions in sites under his/her responsibility
  • Ensure Subcontract agreements and administration complies with Lafarge Contractor Management Systems
  • Ensure strict compliance with all health and safety rules and country regulations

Financial Management: 

  • Actively monitor projects performance with level of detail to drive execution and tracking
  • Participate in monthly financial review with team of the P&L and Balance sheet
  • Ensure holdbacks, accounts receivable, and additional financial items are driven to reduce working capital.
  • Ensure required field level financial documentation (monthly progresses, quantity sheets, etc) are being submitted accurately and in a timely manner.
  • Identify areas of CAPEX to increase performance in operations

Customer Focus:

  • Front line contact with customers to ensure retention and attraction
  • Continually look for opportunities and present Lafarge branded products to customers
  • Identify and implement opportunities to maximize vertical integration of Lafarge products

Project Management

  • Management of project operations for the Infrastructure Group.
  • Lead direct reports to ensure best practices, processes, and activities are optimized and costs are best in class
  • Responsible for all project invoicing
  • Chair PM meetings and attend site meetings as required by project demands
  • Provide project support in resolving contractual disputes
  • Procurement of materials and payment of invoices.
  • Conduct pre-construction meetings with all pertinent parties
  • Direct liaison with owner/consultant and field.
  • Ensure client satisfaction has been achieved
  • Compile all data pertaining to the project.
  • Solicit pricing from suppliers and subcontractors.
  • Acquire appropriate documentation for the tender / proposal
  • Work with the Operations Manager to ensure proper scheduling.

Estimating

  • Provides technical expertise in the estimating of infrastructure work, encompassing all disciplines
  • Ensures bid data is accurately reflected in Bid 2 Win

Environment, Land & Community Relations: 

  • Establishes the environment as a priority. Ensures all local and provincial and federal regulations are met or exceeded by following Lafarge best practices and conditions of site permits
  • Ensure crews have been orientated and trained in environmental responsibilities
  • Follow Group and country corporate social responsibility objectives in pave and construction related community relations activities

People Management:

  • Promotes and ACE culture
  • ‘Walks the floor.’ Takes the time to be present in all locations of the operations, and to be open to all levels of the organization, to communication and concerns
  • Participates in the building of the career and succession plan for the key positions and employees
  • Ensure the right persons are in the right position, reflecting the Group diversity commitments. Hires and dismisses staff in co-ordination with HR, as required.

Dimensions:

  • Direct Reports: 0-4 Superintendents
  • Indirect Reports: 0-5 Salaried, 1-100 Unionized hourly
  • Relationships: Working relationships with owners, engineers, consultants and the public. Internally works with all departments which are directly or indirectly involved with the project.
  • Volumes: Project can vary in size and scope
  • Project Locations can be anywhere located in Greater Vancouver Regional District and Fraser Valley

Qualifications

Education: 

  • Degree in Engineering, Diploma from Technical Institute in Engineering, or 10 years  related field experience
  • Eng certification

Experience and Skill Set:

  • Minimum of 10 years of management experience
  • Minimum of 10 years field experience in infrastructure projects
  • Proven team leadership
  • Excellent problem solving and analytical skills
  • Strong communication, negotiation and change management skills
  • Good knowledge of the infrastructure industry and working in unionized environment
  • Ability to foster and grow a strong safety culture
  • Independent thinker with a high capacity of working under pressure and stress
  • Must have recent field experience with gravel, concrete and asphalt – understanding yields, productivities, scheduling and quality control. Must have understanding of pre-construction phasing, survey, grades, string line, equipment capabilities and machine control
